Department of Snarky Epithets

SheaNC at Constantly Amazed, Yet Never Surprised points us to an AP story about the shortfall in veterans' affairs funding (coincident with a continued rise in spending on private contractors in Iraq). En route, he provides us with a handy new term, packing a load of implications into just two words: the Halliban.
